Question PC games stuttering and low FPS

Hello need help boys here are my specs
CPU: Ryzen 7 2700
GPU: RX 580 8gb
Motherboard: AB 350M PRO4
Ram:16 gb Ripjaw V 2666 Mhz

My problems are I get in game stuttering in all my games and frame drops despite having decent parts

Games I play and have experienced stuttering and frame drops:
CSGO: Frames can go up to 270 however drop often to as low as 130 SETTINGS:High
R6 SIEGE: Frames range from 110-180 game stutters at times even when frames are good SETTINGS:High
PUBG: Constant stuttering frames range from 60-100 but feels like i'm playing on 30 SETTINGS:High

My PC is only a month old and has been having these game issues since I built it
My GPU and CPU temps are fine in game GPU doesn't go past 73 C and CPU usually sits around 60 C

How I've tried to fix it:
Ran 3 passes in memtest
Did a fresh windows 10 install
Also ran DDU to remove drivers and then I reinstalled them

I just ran into an issue with mine that was stuttering in Forza...driving me crazy.

What antivirus are you running? In my case, I was using Avast. As SOON as I uninstalled it and reverted back to the Windows Defender built-in thing, Chrome was much more responsive and 99.9% of stuttering in Forza was gone. Easy, and worth a shot anyway.
