PC Gets Stuck in Reboot Loop When Loading Anything OTHER than BIOS

Hello, I recently built my PC its specs are as follows:

Intel - Core i7-8700K 3.7GHz 6-Core Processor
Corsair - H100i v2 70.7 CFM Liquid CPU Cooler
Asus - ROG STRIX Z370-E GAMING ATX LGA1151 Motherboard
Corsair - Vengeance RGB 16GB (2 x 8GB) DDR4-3200 Memory
Samsung - 850 EVO-Series 500GB 2.5" Solid State Drive
*GIGABYTE - GeForce GTX 1080 8GB Windfore OC Video Card (NOT YET INSTALLED)
NZXT - S340 Elite (Black) ATX Mid Tower Case
Corsair - TXM Gold 550W 80+ Gold Certified Semi-Modular ATX Power Supply

As stated above I have not installed my GPU yet since it's schedule to come in soon. I built my PC in preparation for my GPU arriving and everything went well in the building process. I was able to install Windows 10 with no problems and get all the appropriate drivers installed. I was using the Corsair Link software and my CPU temperatures, and any other temperatures, were not high. My H100i pump was also working along with all the fans in my case. Up until the point that my computer stopped working I was monitoring all temperatures and usages and nothing was alarming. My system also seemed to recognize all the hardware and all my USB ports were working. Everything went downhill when I was browsing the internet and my computer randomly shut off. After it shut off it went reset and tried to load windows and that's where the problem comes in. Whenever my PC tries to load windows 10 it shuts off and reboots. I also tried unplugging my SSD and running the USB stick which only included the OS install and the same thing happened. The crazy thing is I'm able to run my BIOS and everything is showing up including CPU temps. , Motherboard temps. , RAM frequency, et cetera. Also my motherboard is able to run all the POST tests and the only light the sines is the green-yellow light that refers to boot problems. I've looked up and down to see if anybody had similar issues but nothing seemed similar. I hope someone can help.
 
Solution
If it's that cold and you have boot issues, then I'd suspect the motherboard is defective. You already tested with minimum hardware (no SSD, HDD, GPU and only one memory module) and it still failed while booting from the USB stick?

When monitored in BIOS for a while it stays at a constant 24 C.
