Open a command prompt with admin rights and run the following commands:
SFC/Scannow ( this will scan the system files for corruption and repair them if needed.)
CHKDSK /f ( this check the HDD/SSD for errors and try to fix them.)
IF the first finds errors it can not repair then while it is connected to the internet run the following from an administrators command prompt: dism /online /cleanup-image /restorehealth
Also try uninstalling the current Graphics driver and do a clean install of it.

Can happen on some systems if Avast AV software is installed -- I had to uninstall it on my PC, problem solved, so it was definitely caused by Avast.
Just mentioning it in case that applies to you.
i have ccleaner and malwarebytes installed, could these be the problem?
I have run both of those without issues. In fact Ccleaner is still installed. So the answer to this would be no BUT if you want to test this you can always uninstall them and see.
