PC hardlock freezes randomly, but doesn't in safe mode

I can be doing anything and it would just randomly hang, with whatever sound playing going like BRRRRRRRR, and the only solution is to flip the PSU switch off and back on again.

I have tried everything, re-installing Windows 3 times, updating all the drivers of the GPU MOBO, disconnect all drives except for the boot drive.

Only one thing works which is safe mode, which means that it's some service causing the issue. I tried using Event Log to track what it is, but when the PC hangs and I can't do nothing but flip the PSU switch, Event Log can't log what happened.

Please help. I am losing my mind.
 
Solution
Every part has a fail rate no matter how good. What we need to do tho is remove parts that could be the possible cause. The only way to do that is testing. See your motherboard is also responsible for more than one part that could be at fault for power issues. If the PSU is good then move on to the motherboard. Check it for the latest bios and make sure the PSU is plugged in good with the board. Test it in another know working system if possible.
IS the windows and all drivers up to date? Given you reinstalled windows I would think its a part going bad. You may need a bios update or PSU replacement but you need to test all your parts. Use HDtune to scan for drive errors, Aida64 stresses your CPU, furmark to stress your GPU, and memtest64 to check your RAM.

I tested the RAM stick by stick and did the memtest and it was fine. The BIOS is updated to the latest version. Regarding the PSU, why does it not hang in safe mode though? So I don't think it's a hardware issue.

In safe mode, when I go to Settings > Updates and Security the window hangs for a second and closes. It doesn't open the Updates window. Could Windows Update be the issue? How can I permanently disable the Windows Updater?
 
Safe mode doesn't load most of your drivers which means fewer part checking. Your parts could be going without enough power as long as its not critical.

To shutdown updater in Control Panel > Administrative Tools, you can access Services. In the Services window, scroll down to Windows Update and turn off the process. To turn it off, right-click on the process, click on Properties and select Disabled. That will take care of Windows Updates.
