Question Pc has constant stuttering no matter the title or settings used.

I recently upgraded almost my entire PC, and after doing to I noticed I was experiencing a lot of stuttering in any game, no matter how demanding. Anything from Among Us or Minecraft to Black Ops 3 and Apex Legends would stutter in almost the exact same way. I also noticed that I heard coil whine coming from both the PSU and GPU when playing more graphically demanding games. I have already tried:

Reinstalling Windows numerous times
Using DDU and reinstalling GPU Drivers
Reinstalling BIOS and Motherboard related drivers
Swapping back to my old GPU to test if it is the issue (It was not)
Using 1 monitor (No avail)
Using different monitor
Enabling/Disabling every type of Overclock or XMP in BIOS
Monitoring temperatures (Stable under 50 c in demanding games)
Installing Games on different drives, as well as SSD

CASE - Corsair 4000D Airflow
CPU - i7-12700k
CPU COOLER - Corsair H100i Elite Capellix
GPU - Asus ROG Strix 3070 ti OC edition
MOBO - Asus ROG Strix Z-690- A DDR4 Edition WIFI
RAM - 2x16GB Corsair Vengeance LPX 3200 Mhz
PSU - Corsair Rm850x
SSD - Samsung Evo 980 Pro M.2 (1Tb)
HDD - (2x) Seagate Barracuda 5400 RPM (4 TB Each)

With a new build( Motherboard/processor)it is always best to reinstall windows.
Not a reset, not a repair, a full wipe and reinstall.
Otherwise you could be chasing ghosts forever.

I already have fully wiped and reinstalled windows on all my drives, sorry for the poor wording.
