PC has huge FPS problems

I got a new PC recently with the specifications i will post at the end and i can barely play something on it as i goes from 160-200FPS in 5FPS for no reason. I've tried and tested everything as well as i could. Fresh windows, drivers are up to date, memory problems, disk check-up, disabled cool'n'quiet in BIOS, Using Game booster, Parts are not over-heating...i just ran out of Ideeas on what i should do next. The problem is that i'm running old games that should run with no problem with this setup.
For example League of Legends starts at 260FPS, and runes smoothly for the first 2 minutes, but after that it goes to 5-20FPS. Same problem for every game..hell, even hearthstone goes into 15FPS sometimes.


My PC is made out of:
win 10 x64
graphic: AMD Radeon HD 5700
proccesor: AMD Phenom II X4 955
motherboard: asrock n68-gs3 ucc
RAM: 6gb(4+2 ; both DDR3, perfectly compatible)

recently i swapped the graphic card with an older Geforce gt220 and its the same problem as with the Radeon...Very low FPS on games that you are able to play without problems normally.
