Question PC has lost most of its performance?!

Hey, my PC is around year old, and suddenly it started to slow down, all games, even CS:GO freezes sometimes, i had to lower my graphics in every game, but it still freezes over time, i have cleaned it from dust also, nothing changed.

Tested with Outlast 2 ALL MAXED OUT
CPU stays around 80%, sometimes randomly peaks around 100%
Same with RAM
55GB free on SSD C:

This still feels weird cause i used to play this game with ALL MAXED OUT without problems like a month ago
