[SOLVED] PC has no display signal when turned on.

When I turn on my pc, there is no signal sent to the monitor. It only works if I unplug the PC, plug It back, and immediately turn it on. Also, sometimes, when I turn it on, it restarts after 3-4 seconds, having the same display issue. How can I fix this?

My specs:
Intel Core i3 2100 3.1 Ghz
Mobo: Asrock H61m-VS
6Gb DDR3 Ram
2 SATA III Seagate Hard-Drives
Intel HD Graphics 2000
480w Enermax PSU

I also had a Radeon HD 6790, which I removed because it had screen artifacts.
Could this be a motherboard issue?

Just for the record and as a matter of elimination: have you tried another known working video cable between PC and monitor?

Power off, unplug, and open the case.

Check that all components are fully and firmly in place.

PSU may be on the low side of the necessary system wattage requirements.
