Pc has power, does not boot

Good day all

So my pc has stopped working. It gets power and starts, but the display only cycles through the signal options. I have swopped the ram modules around, each one in both slots, doesnt resolve. I have swopped the gpu with another, still the same. The power supply is fairly new, so I doubt it's that. I removed both the ram modules to see if I get a beep code and I do.. Can it be that only the pci-e slot has failed or is it the screen/cable or then the cpu? Would the cpu not cause a beep code if it was dead? I have tried unplugging the power, discharging, still the same. No Bios shows and no beep on passing POST. The activity light also does not flash.. Please help if you have any ideas

So I have tried the on board display(with another working screen), no success and I also tried another power cable, also no success. What i have noticed is that the peripherals also doesnt power up. No light on keyboard or lighting up of the mouse
 
I had it at a pc shop this morning. The technician said he disassembled it and put it back together and it booted, upon restarting it, it had the same issue as above. Safe to say that the MB has gone? He also says that the sound card, which is installed in a riser card, can short the MB out.. So I am still in the dark pretty much
 


So the tech guy didn't give you a definitive conclusion?

Is this sound card onboard or pci? If it's a pci card I'd take it out and use the onboard sound if you still haven't done it yet.
