Question PC having stutters and micro-freezes while gaming

Hello. So I've been having this issue for some time not, probably about 3-5 months. To go into more detail, basically what is happening is whenever I try and play games, such as Destiny 2, Fallout 76, or FPS like Insurgency sandstorm, I have this chronic issue of my game stuttering and short freezes. In between these stutters my game is completely fine however, and they only occur like once every 15-30 seconds. As you can probably tell, this is extremely jarring and makes games nearly unplayable. I've done quite a bit to try and solve this issue myself, but nothing I've tried has worked so far. I think what may, and that's a big may, be causing this is a very high amount of CPU power being sucked up by SystemInterrupts, as I've caught it once or twice being at 95-99 percent while having these stutters. I appreciate any help you can give me.
Note: The base components for my PC have came from an Acer Aspire TC-705, as you can probably see below. I did research and it seemed that the mobo and CPU would be fine for playing games, so I started upgrading it with a gpu and more ram etc. I know my specs are by far not the best, but from what I've seen should be plenty able to run these types of games at good graphics settings. Please let me know if this is not the case.
SPECS:
Intel core i5 4460 3.2 Ghz
Nvidia 1660ti
16Gb of ram(8x2, the sticks are from 2 different companies, and I don't know if that's a problem)
Games are loaded onto a 250 Gb 6Gb/s SATA SSD
Operating system and everything else loaded onto an older Western Digital HDD
My mobo is quite older, and it probably won't be recognized by anyone, but its a MS-7869 VER1.0
I also have an Audigy sound blaster sound card
