Question PC Heavily Underperforming

So, I've had my current computer for about 3 years now, and it seems that only recently I've been dropping a significant number of frames in games. I've been playing CS:GO recently and I've even been dropping into even the 60FPS range when there's lots of rendering happening (players, particles, etc.)

This wasn't always the case, however. I used to average around 120-160 frames in the game, and although I do reach those numbers sometimes, I drop much more often than I used to.

Specs:
CPU: AMD Ryzen 7 2700
GPU: Radeon RX580
RAM: 16GB 2400MHz DDR4
PSU: Apevia ATX-PR600W Prestige 600W 80+ Gold
Motherboard: ASRock A320M-HDV R4.0

I've looked online and confirmed that people who have the same specs as me run at the same frames I used to be averaging.

Any theories as to why this might be happening?

First thing I see is that only 4 cores and 8 threads are recognized. That is a problem. Do you have the number of cores limited somewhere ?
You also have 20% background usage. That is very high.
 
sounds like what you are experiencing is called artifacts, and it's usually an indicator of a failing GPU. the way to be certain is test it in another system or to test a different GPU in yours. your userbenchmark score indicates your GPU is in trouble and without a doubt on its way out.

So, unlocked with cores with AMD Ryzen Master. It seemed this helped a little, but ultimately I'm still performing below expectations.

I have had these parts for a while. Could natural degradation be responsible for my problems? Is it time I upgrade?
