streaming. A friend has a i7 3930k, it used to run the stream at 60fps, 720p no probs with about 50% usage, now its struggling to do that with bad quality, high temps, and about 90-100% usage, suggestions?

its not the gpu, ram, hdd, or ssd, they have been tested, thoroughly in another pc, the motherboard did blow a capacitor a few months ago, however he got a new one from msi
