PC Hiccups / Mini Freezes (Really need help)

I have an issue were I can be doing anything on my PC, gaming, watching youtube or using any program, and every couple hours or so my PC has a split second freeze and the display freezes and sound makes a horrible buzzing noise for only like 0.5 to 1 second then it goes back to normal.

I've tried updating everything under the sun (for all my components) and adjusting power options and deleting anything that may be causing it but it hasn't made a difference, I'm starting to think it's my hard drive as looking at other similar situations they all mention their hard drive.

If anyone could help I would really appreciate it, my PC has been like this for a while.

I trust you have restorable OS and Data partition full image backups onto external media before this situation began?

Basically I built a new PC but it wouldn't boot up properly, it had windows 10 pro installed. So I gave it to the local computer store, the man completely wiped everything on the computer and did a fresh install of windows 10 home - ever since this issue has occurred.
