Question Pc holds power, won’t boot

Hello,
Recently transferred my build from one case to another, was working exceptionally before, once transferred the pc has been showing two error codes. 02 and 0d, it sticks on 02 for four seconds than switches to 0d where it remains stuck. Overall says dram failure.
Have tried just the cpu, and 1 ram stick start up, same result, have rebuilt the pc twice in new case, so nothing is loose, I don’t have any extra parts to swap, except for ram sticks which I tried. I tried downloading the latest update for flash bios, where it got stuck on update for about a hour.
I’m really stumped, any ideas what it could be? Everything was brand new when bought.
Specs:
Ryzen 9 3900x
Wraith cpu cooler
X570 Meg godlike
Kcas 1200w bronze cert (poor choice ik that now)
Corsair vengeance c16 2x 16gb (tested patriot 2x 8gb sticks c17)
M.2 Samsung evo 1 tb
Ssd verbatim 500gb
Rx 5700 xt sapphire nitro+

Any suggestions would be appreciated.

Did you look up what 02 and 0d are? Are they in your motherboard manual?
My mobo manual doesn't list them. I gather they are Dr Debug codes.
The MSI X570 Godlike Specs page just comes up with a 500 error.

Is the ram listed on the motherboard memory QVL?

I think 0d is just to clear your cmos - try that.

I’ve cleared cmos, I have a silver stone 240mm water cooler, but I didn’t like it so I swapped with wraith.
The codes come back as:
02: AP initialization before microcode loading
0d: reserved for future ami sec error codes
Where can I check the qvl list? Searched online and it says the MHz, not any brands? I have the correct MHz.
