Pc in recovery from power outage

Recently i needed to use a second monitor for my pc but i had now extra ports on my graphics card (gtx 970) so i went into my bios on my asrock anniversary h97 motherboard and enabled the integrated graphics and while i was there i enabled fast boot after that everything worked fine however when i was rearranging my cables i accidentally pulled the plug to my pc and shut it down after rearranging the cables i turned on my computer and i'm instantly greeted with

Recovery
Your pc/device needs to be repaired
With the error code 0xc000000e when i try to press enter to try again or f8 for startup settings the recovery then says
The application or operating system couldn't be loaded because a required file is missing or contains errors
File:\\WINDOWS\system32\winload.exe
with the same error code. When ever i attempt to press enter to try again or f8 for start up settings the screen flashes but stays the same I'm creating a recovery usb currently but any help is appreciated.
