PC Internet not at full speed?

Okay so I just upgraded internet speed to 6Mbps
My laptop is getting around 5.8Mbps which is fine
but my PC is only getting 1.5 Mbps???
What do I need to do to fix this? I tried rebooting and closing everything I have down.
I have a 2Wire modem and router.
& ALSO! I am getting the full speed of around 6Mbps in SAFE MODE WITH INTERNET

Change the Half Duplex setting in the LAN on the PC to Full Duplex. See if the speed changes.
