PC is dying but i don't know which part?

Games have been slowing down recently and applications acting weird. I would say steam and chrome act the weirdest because when steam responding chrome and I would either have to close chrome or steam for them to work. Fortnite is choppy and stutters alot, but I should be able to run it pretty well. league of legends has a hard time opening when it comes to connecting to the server. Quake champions is a little weird to when it comes to opening, but besides all that it runs okay. i'm thinking it may be the ram or I'm not thinking I'm more of hoping it's the ram or the hard drive. Also some of the tabs in chrome will randomly stop working.

MOBO: Z97 Asrock anniversary eddition
CPU: i5 4460 3.20 Ghz
RAM: Anarchy 8x2
GPU: GTX 1060 6gb
HDD: Blue Seagate

Sounds to me like it's an HDD issue. If it were RAM related, you'd be seeing a lot more than choppy loading/responsiveness issues. As a matter of fact, you'd be hard-pressed to start your system at all if your RAM was borked. Pick up an SSD, personally the 500 GB ones are the best value at the moment. Put some of the games that you're having issue with on it, and see how that goes. I always seem to come in after the diagnosis has been made, leaving my $0.02 i'd advocate for a solid+spinning storage combo in a tower that can fit it. a 240-256gb class SSD and a 1tb data drive speeds up windows while giving you ample space for the price.

that being said I live in Canada and storage prices are silly here sometimes.
