Question PC is having "seizures"; entire system randomly lags and makes a popping/ripping sound

Hi, I recently shipped my computer, and upon using it again I've noticed a new issue; randomly, a few times an hour, my computer will begin to have a "seizure" that lasts around 1-2 minutes. During that time, every few seconds my computer will momentarily freeze and the audio will make a ripping/buzzing sound. Attached below is a video example to demonstrate, where I have music playing to show the sound effect and I'm moving my mouse in a circle to show how the comp will lag and my mouse will freeze. So far I've tried dusting the system, reseating the gpu, and replugging some cords, but besides that I'm really not sure what to do.

If it was in an airplane hold without pressurization for a long time you could have blown capacitors and/or components damaged by low temperatures. Air temperature outside an airplane at ~32,000 feet will be around -40F which will definitely damage components.
