PC is hogging my GPU Memory

Ok I recently just built my first gaming pc. And I realized that I have been getting 3.1gb from my GPU but my GPU is supposed to give me 4gb. I do have enough RAM because I have 16gbs. Please help!

What GPU? if a 970 they are only really doing about 3.5, might also be no need for more
