Pc is lagging

theres an issue happening from last week..my browser and pc laggs some times,i can not identify the problem,i tested with msi afterburner yesterday i saw my gpu usage is100%,but nothing is running on my pc..only task manger..i cleaned my pc today but it seems like it isnt fixed..i am using opera mini,while opening a new tab it lags most of the time,and while watching youtube...when i run some game like shadow of war or rocket league it usually gives 60fps ,but sometimes when it gets laggy my fps drops to 25-30..i am using i7 4790, gpu- zotac 1060 mini 3 gb, 16gb ram,msi Z97 pc mate motherboard..please help me out..thank you

Open 'Task Manager', make sure you show processes for all users and leave it open and pay attention to the GPU and GPU Engine tabs (click the GPU tab so it shows the higher % on top). Do you see any processes using the GPU?
I have encounter several system ruining mining malware using GPU rosources, clearly without users consent.
Download the free version of Malwarebytes and run a full system scan just in case.

i did what u said after scanning with that software 254 threats has been identified in my pc then after reastarting the browser is working fine...i think it is solved thanku mate..and can u plese tell me what happed does the male ware did all this?i wanted to know because if something happend like this again so i can fix it?

Your computer could got infected with GPU Miner malware. This type of malware uses your PC resources to mine digital currency (Monero, Bitcoin, DarkCoin or Ethereum) for someone else without your permission.

Malwarebytes detects and removed many types of malware, some malware that even antivirus might not detect.
If something like that happens again then scan your system with Malwarebytes just in case.

You could click 'Pick as the solution' green button to select that as the solution in case someone else have the same issue.
