PC is overclocked but my boost monitor doesn't say it is.

Hi,
My PC is over clocked from 3.5GHz to 4.4 GHz, however my intel turbo boost monitor never says 4.4GHz it only stays on energy saver. CPU-Z shows that my PC is at 4.4GHz and all my games run as if my PC was at 4.4GHz so im pretty confident its currently overclocked. Any ideas on why my monitor seems broken, or any ways to fix it would be greatly appreciated.
My PC specs:
Intel Core i5 4690K @ 4.4GHz
16.0GB Dual-Channel DDR3 @ 799MHz
ASRock Z97M Pro4
4095MB NVIDIA GeForce GTX 970 (EVGA)

I think you intel turbo boost is not working if cpu z and the bios say it is than it is
