Question Pc is performing horribly not matter what settings i use

Userbenchmark :MSI B360M PRO-VD (MS-7B53) Performance Results - UserBenchmark

Massive Stutters and fps drop
after spending countless hours researching i have found nothing that fixes my problem
i have tried changing the gpu ram psu but to no avail
im all out of things to try

( this system should run this game at these settings
lowering settings doesnt work either)
there is nothing out of the ordinary with usage rates,frecency etc

this system was a prebuilt i have used ddu mutiple times and have updated bios
also installed those intel drivers

i have tried undervolting/underclocking and also overclocking

i know fortnite isnt the best optimized game
but even gta 5 has stutters every 10 seconds or so

i have tried disabling v sync power plan all to no avail

im really out of options here

ram not running at 3000

Enable xmp in the bios....test.

Motherboard doesn't support ram overclocking.
2400mhz is max, what it can do with this cpu.

game is on the samsung ssd

psu is coolermaster mwe 750 w bronze

this is a replacement for my old psu

The original ubm I posted was with xmp on since i was already using it

Reinstall the latest AMD graphics drivers with DDU. Retest with a game.

OK probably not worth fussin with as your at 2400 and the mobo max is 2600.

When you updated the mobo stuff did you get the chipset and management engine driver?

Already tried ddu couple times
yes I installed both succesfully
Also reinstalled Windows a couple times

2666mhz is max with i5 or i7.
With i3-8100 max ram frequency on B360 board is 2400mhz.

Anyone got any other suggestions?

ive really almost have given up on This pc
Spent my hard earned 800 dollars on it
Been having This issue since day one
Bought the pc almost 3 years ago
I know its not the most nehardware
But these SPecs Should be more than enough

good thing to note is also that games dont look very good at all

Nothing but launcher the game is being played off of

did a scan yesterday
