Question PC is seriously Underpreforming w/ Ryzen 2700x and 1080

Hello all! I swapped to a Ryzen 2700x a couple of months ago and have been having non stop issues. I have been getting really bad framerates in most games ( under 80 sometimes struggling to maintain 60) even with settings turned to there lowest option. I dont have any overclocks running except on my Ram to get it to run at 2700 mhz. I've uninstalled and reinstalled windows twice, all the drivers multiple times. My temps aren't running hot so I know that throttling isn't the issue.

GTX 1080
B450 Prime Motherboard
Patriot 16gb Kit (2 8gb sticks)
750w power supply

Any help would be greatly appreciated! I've been looking all over for solutions and haven't been able to lock it down to figure it out.

Latest CPU, GPU, and BIOS are all installed.
CPU Temp max at 64C and GPU max 83C
Ran a malware scan and nothin,
1080p and Overwatch, Get some frame drops in CS, Rust (Althought game isnt optomized), WoW runs perfect however.

UserBenchMark says my PC is running well I believe but I am still getting massive lag issues.

I closed everything and updated the drivers from the 2017 ones (oof)

I'm getting 40 fps in MSI Kombustor and cap out at 61 with a score of 2453.
