PC is showing only BIOS settings

I just bought a new PC. My config is as follows :

CPU : i7-8700k
Motherboard : Asus TUF Gaming Plus
RAM : Crucial DDR4 8 GB 2400 MHz
CPU Fan : Cooler Master M610P
PSU : Corsair VS650
Monitor : Benq 24 inch VGA

The problem is when I switched my PC on, It shows the first screen with TUF logo and it freezes for about 2 to 3 minutes and then moves on to another screen which displays both my SSD and HDD as Non-Raid Disks and it says to click "ctrl-I" for entering Configuration utility. When I press it, nothing happens and it goes back to the first screen where it displays the motherboard logo and says to press Del or F2 to enter BIOS. Even though I press nothing, it goes straight to the BIOS. Im trying to boot using the windows disk that I have but even after setting the boot priority to CD/DVD ROM, when I click "Save and Exit" in the BIOS, my monitor goes blank and says No signal detected and the PC keeps running and monitor never displays anything. Please advise as I'm really stressed out. BIG THANKS.
 
But my PC isn't booting in windows because windows isn't installed on it yet. Do you mean I have to create a UEFI bootable usb disk with Windows 10 and them boot using that and install windows on my pc??
