The problem is not that the system won't boot or post, the power button just does nothing. I tried shorting the pins, that didn't work. Paperclip test worked on the PSU, and mobo was just sent in for warranty for a separate issue. System has more than enough wattage, that shouldn't be a problem.

Welcome to the forums, newcomer!

You've provided 3 lines of text though we're going to need a lot more info. When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Paperclip test worked on the PSU
The paperclip test is flawed, it tells you that the PSU can power up but what the test doesn't tell you is how much power the PSU can effectively output to your build.

and mobo was just sent in for warranty for a separate issue.
Which was?

System has more than enough wattage, that shouldn't be a problem.
To rule out a shorting issue, did you breadboard your parts?
