Question PC is significantly slower after installing new graphics card

Just upgraded my graphics card from Sapphire Pulse Radeon RX 580 to a Sapphire Pulse Radeon RX 590 because the previous card had major issues with specks on screen and game crashes. After installing the new GPU, I used AMD cleanup to remove the drivers and reinstalled the new ones. I have now noticed that my PC is significantly slower to do everything. Startup takes minutes and doing basic things within windows is very slow and buggy. Navigating google chrome is a nightmare as it takes forever to click on a new tab. I'm not sure why this is happening and any insight would be great. I'm not great with computers either so any simplified explanations would be greatly appreciated. Thank you guys!
