[SOLVED] PC is slow to boot after changing CPU cooler

Computer is slow to boot up after installed a new air cooler. Any ideas what could cause this?

The bullet points:

-AIO cooler wasn’t cooling cpu, I was getting temps constantly over 95c even at idle.
-Installed new air cooler.
-pc wouldn’t boot
-reseated cpu, memory, and took out cmos battery to reset bios.
-pc boots up now but is delayed
-everything appears to run fantastically once it loads with cpu temps at 65C under stress test.

-I7-5820k overclocked to 4.4ghz
-Asrock x99
-4x4 2133mhz ram overclocked to 2400mhz
-GTX 1080
-1000w PSU
 
No-name generic power supplies are not recommended.

4x4 2133mhz ram overclocked to 2400mhz - I guess we can assume that whatever this is does not cause any problems. I guess that's a substitute for a part number.

AIO coolers not operating properly can be caused by not reading the directions on how to wire it up. Heat can damage electronic parts. No question about that. It's how long it ran that way.

Asrock x99 - I guess that's a partial model number or you don't know what model you have.

Clumsy people break things. If your careless, your more likely to make mistakes.

MOBO is specifically "ASROCK X99 EXTREME 4 3 WAY SLI CROSSFIRE LGA 2011"

Memory is specifically "CORSAIR VENGEANCE 4GB DDR4 2400 MHZ QUAD CHANNEL"

PSU is specifically "EVGA SuperNOVA 1000 G3, 80 Plus Gold 1000W, Fully Modular, Eco Mode with New HDB Fan "

AIO cooler was old. Wasn't an issue of misuse. It just needed to be replaced. The solution inside was evaporating.

Assuming I'm clumsy is rude and unappreciated advice. I was exceptionally careful. I'm just wondering if this points to possible damage caused from overheating CPU or maybe a RAM issue. This is not my area of expertise. I don't need blind criticism, just need help with troubleshooting :)
