Question Pc is stuttering every second even without games open.

I'm really not sure why its started stuttering suddenly a few days ago. It stutters every second or so with or without a game open (even without having any games open), its not that noticeable in the videos I took, but nonetheless I've attached them and some other readings whilst having csgo open to see I could find why. My cpu temp is only around 60 celsius in the game testing and 40 when tabbed out. Looking at the fps, it drops suddenly when it freezes to about 100fps from 280+fps. Specs below as well.

i7 8700k (NOT OCed or turboed, tried resetting bios settings to default, still occuring) owned for a year
RTX 2070 owned for 5 months
2 x 8gb corsair vengeance ram @2400mhz owned for 3 and a bit years
Z370-A motherboard owned for a year
240gb Kingston SSD boot drive owned for 3 and a bit years
2TB Western HDD owned for 3 and a bit years
750W Gold 80+ corsair power supply bought last month

So 100 FPS is freezing? How about that!

Seriously, don't see a problem, BUT double-check and make sure Windows is on your SSD and not the hard drive.
100 fps sounds high, but its csgo, anything under 150 is not smooth in csgo. To be clear it stutters everywhere not just in csgo, even with no games open. It hurts my eyes on fifa. Windows is on my SSD.

Hello!

Do you have an anti virus installed on your machine?
Also, track which program/service is taking up CPU Usage under Processes section in Task Manager and let me know.

Hey, I've only got windows defender running, which I've recently turned off a few days ago which now that you mention happens to be a similar time to when I noticed it was stuttering, it kept quarantining a safe program I downloaded so I had to do this. I don't have any other antiviruses. I'll do some testing whilst monitoring the cpu usage now then!

Well it was due to corsair utility engine. I've since updated it and then uninstalled it since it was still causing it, but I now get blue screens every time I boot up a game or something intensive, which I assume are due to the drivers it updated. I've no clue what it updated though.
