Question PC is stuttering frames and my room lights flicker, any idea why ?

Built a new pc recently. Works like a charm, other than my issue with frames and flickering room lights.

PC Specs
CPU:Ryzen 7800X3D
GPU: NVIDIA 4070 Ti Super
RAM: 32GB DDR5 6000Mhz
AIO Cooler: Lian Li LED Infinity
PSU: Corsair M1000E

I will be playing games and my frames will skip consistently every 5-10 seconds, and the lights in my room will flicker at the same time. Every time. No idea why. Tried a factory reset of my PC and that did not work. Disabled overlays, cleaned storage drives, tweaked GPU OC settings, not sure. Any reason why? Thanks.

The frames problem is not causing the lights to flicker, it's the other way.

sound like electricity issue. contact an electrician try another outlet or room.
would there just not be enough wattage to supply my pc? would buying something like a UPS system fix my problems? Seems like every room in the upstairs where i try a different outlet, all of the lights flicker.

As you were already told, it's due to a substandard electrical system in the house. This requires a licensed electrician to take a look and if possible fix the issue. There are no alternatives.
do you think that buying a UPS system could fix the issue? my neighbor is an electrician so i can probably have him take a look, but i am wondering if a UPS system could help.

every 10ish seconds in games, it will skip a frame completely, and the room lights in my bedroom flicker simultaneously. The FPS display in the bottom left shows it as well in game. I am not sure what could be causing it. I have tried running extensions to other outlets in the house, nothing changed. Not sure what it could be.

As everyone else has stated, it's not your PC that's the issue, it's your power source. If the wall outlets are all behaving the same, then look towards the main distribution board. If not there then you work your way outside of the main distribution board.

Get a certified electrician and have them scope the wiring as well as the grounding in your entire abode.

sorry, not good at navigating this website so I was not sure how to view my old thread, But I am pretty sure it is either a faulty electrical board issue within the house or a faulty PSU. Honestly just tired of trying to work it out

A faulty PSU wouldn't make your lights flickering. The problem is with the house electricity distribution system. When you play a game, you probably draw more power than any other appliances in the house and it triggers the electrical problem. You need an electrician.
 
I think this is the most interesting computer problem I've ever seen someone report before.

Perhaps someone more knowledgeable than me could answer: how could a (regularly occurring) brief moment of reduced power cause frames to be dropped rather than causing the system to shut down or otherwise causing more catastrophic problems with the operation of the PC?

To OP: if the problem is caused indeed by interrupted power, a UPS would in theory (and I could be mistaken in this; I haven't used a UPS for anything other than package delivery) help mitigate the frame drops, assuming they're built to handle frequent and regular interruptions; but you probably want to get things checked out by an electrician as others have recommended.
