PC Is Stuttering

I recently updated my graphics card and power supply. My computer works pretty well but for some reason the power supply fan isn’t spinning I’m able to play game pretty well but it’s stuttering just a little bit. Is it the power supply or another reason?

If the PSU has a fan, and it's not spinning under load, contact the vendor.
