Question PC is turned on but no display and usb plug does not work

After cleaning my pc I tried to plug it back in, everything seems to be ok; fans are running, led lights are working but there is no display showing up to the monitor and also plugging in my mouse and keyboard seems to be not showing signs of it working. So my question is, is this the effect of an ESD? and to at is that i removed and cleaned the heatsink it was stupid of me to remove it and not putting sone thermal paste.

Nvm fixed it by removing the RAM and placing it again
