[SOLVED] PC is under peforming

So my computer I feel is underpeforming I have seen over people playing COD Warzone getting higher fps than I get and they have worse pc. So I was wondering can ram have that big of a bottleneck on my PC. I have low cod settings and dont get anwhere near 120 fps.

What have you done to troubleshoot? People can only guess as to what could be going on:
-slow ram, plus it's mixed
-virus, malware, rootkit
-thermals(cpu, gpu, storage)
-out of date drivers(motherboard, gpu, storage)
-storage health
-gpu receiving 'dirty power' via the underwhelming psu
-loads of 3rd party software, aka, bloatware

How would I check for dirty power

Reviews are really the only way to do it.
The EVGA 500 White is something to be used in a home/office PC, not with a gaming graphics card. That's the most stressful part of a PC any psu has to deal with, and the old 500 White wasn't 'built tough'.
