Question PC is underperforming using Warzone 2.0 as my benchmark game ?

In short: I built my brother a PC this month, but I noticed in Warzone 2 that the PC is underperforming so it's led me to try to figure out what's going on.

PC specs:
CPU: i5-13500
RAM: 32 GB DDR4 3600 Mhz CL 16
GPU: AsRock 7900XT Phantom Gaming

Monitor is 1440p 165Hz

I have enabled XMP and ReBar

In Warzone I noticed that he was only getting 97-110 FPS with FSR 2.1 enabled. I found a youtube video that had a tip to tweak a config file in the game to make better use of the CPU, but even still it's only jumped to 120-130 FPS in a game that this PC should easily be hitting 165+ FPS in. I've played around with some different graphic settings, and trying out all the available upscaling modes, but the FPS are still relatively low.

I ran 3DMark Demo and I noticed his score is below average by a fair bit, but it's the CPU dragging it down. I also ran Cinebench R23 , and the scores are a little lower than some of the examples I looked at. The multicore by 1000, and single core by a few hundred. So nothing too drastic, but still lower.

So after I ran those tests, I opened up Warzone with task manager on the CPU tab. A lot of the cores are hitting 100% usage during Warzone, which indicates a CPU bottleneck, but when I compare the FPS to videos of other people with an i5 13500 with similar or better cards (4070Ti, 4090, 4080, 7900XT) at 1440p on ultra they are so much higher FPS in this game.

So what in the world could be causing this issue? Is there some weird setting I am missing to flip a switch on?? My guess right now is it's the CPU, due to what I saw in Task Manager, but I'm really at a loss right now.

Update: So I learned about gears for ram. The PC was on gear 2, which was running at 1/2 ratio, and I changed it to gear 1 for a 1:1 ratio. It's helped some, but unfortunately the system isn't very stable in gear 1, so I've been playing with the voltages. But I still do not know why the i5-13500 is downclocking to 4.05 GHz when playing games but runs at 4.65GHz when out of games.

What is the CPU frequency during gameplay? Also try disable EIST option in bios if you have such a option.
So the frequency is 4.05 GHz during the game. However, when I close the game and do normal web stuff it's boosts to 4.65GHz. I couldn't find EIST in the BIOS but from what I read setting power plan to high turns off EIST, and the plan had already been on high performance.
 
Seems you have a cooling issue, 4 Ghz is too low for a 13500, monitor your temperatures
So this is the temps during gameplay. I don't feel like they're at a cause for concern, but maybe I'm wrong.

Looks like processor bottleneck.
The CPU seems to be too weak pared with the 7900XT

I knew there'd be some bottleneck with this CPU and GPU, but getting 90s and low low 100s for Warzone seems to be not right, although I did get 120s-130s with the config change. Especially because Timespy has this underperforming by a fair bit. There has to be something off somewhere, don't you think? For example during gameplay the CPU runs at 4.05 GHz, but when I'm out of game it's boosting to 4.65 GHz. Is that normal? And in this video the 4070Ti is getting 20-30+ FPS more with the same processor.

How are the temps for the CPU under normal / when gaming? Maybe it's throttling down due to heat.

Your CPU cooler is good; does it show good temperatures / working properly? The picture you posted is not showing properly, so I can't really tell what the temperatures are.

The CPU Package min 26C high 52 C and value stays ~43 with P and E cores also similar numbers, but E cores being a few degrees lower than the listed values. And the GPU is ~53C with a hot spot of 63C. I just finished reinstalling Windows and going through the whole ordeal of drivers as well, but same difference. Actually the benchmarks are slightly worse if I'm being honest haha. This is driving me up a wall. The FPS will be ~100 until I remembered to set it to high performance power plan, then it jumped to ~120, but it's still way too low for this game. And it continues to be below average on the Timespy scores.

Please don't rely on videos for comparison. Unless your system is 1000% identical to the one in the video, it is a useless comparison.

Identical means, software, hardware and BIOS settings are EXACTLY the same.

I agree. However, if you've read what I've said that isn't the only thing I am basing this on. My brother's system with its specs should not be capping at 100 FPS when others are running this at 160+ with similar systems. Please do not dismiss my concerns when there is grounds for them after everything I've said. Hell I compared it to my own system and it's weaker in every way and I was getting similar FPS. If every system you're coming across in discussions and videos is getting 60-100 FPS more than you, something is off.
