Question PC is unresponsive, only Task Manager works ?

Looking for help with this problem:

Windows starup repair boots until the 2.5 ssd is disconnected (3/4 , two m.2 and 1 hdd, are kept connected) and then there's normal windows login , once logged in the screen is unresponsive with Taskbar flickering on/off and blank screen above. Only crtlaltdel menu and task manager work with no issues yet the Taskbar still flickers on/off.

All looks good besides utilization spiking from 1% to 100% only.

Yet this is after switching with my gpu and his gpu in my pc working fine. I'm surprised with this problem 😅 Homies pc has been unusable for weeks he agreed for me to inspect it.

I'm changing easy parts 1st and going from there.

I have video to better show , lmk what's best way to share video ?

try unplugging all the other drives and see if it still happens... if nothing else it removes them from blame

the reaction can happen if windows is waiting on a device to respond.

So loading up with bare minimum parts is a start. I have seen that happen from dying speakers

Even with only the windows boot drive the same results.
PSU, RAM swap changed nothing.
CPU has no IG.
Reinstalling windows is my go to now.

is this 10 or 11?

Have you tried safe mode to see if it makes any difference?
