Question Pc is very laggy and choppy when I boot up system

Hello I recently been having problem where every time I load into windows, the desktop seems as if it is running like 10 fps and you can notice it when you click the windows button in the corner and with everything else. It mostly happens at boot up or when in the display goes to sleep. It goes away once I restart the pc again but it happens almost every day. I've tried uninstalling and reinstalling driver but nothing seems to fix it. I would say I have a pretty high end pc so I am not exactly sure what is going on.
Pc Specs:
Cpu: Ryzen 9 5900x
Gpu: Gigabyte Rx 6800xt
Ram: 32gb DDR4 3600mhz
