Question PC isn’t booting windows after GPU install

My specs are

CPU: AMD FX 6300
Motherboard: GA-78LMT-USB3
Ram: 8GB Kingston
SSD/HDD: HDD 1TB Western Digital
GPU: new GPU GTX 1060 6GB old gpu R9 280X 3gb
PSU: 750w Corsair
Chassis: Shinobi Case black - not sure if this meant case or not.
OS: Windows 10 Pro

I’ve tried booting to safe mode and windows recovery none worked, safe mode doesn’t even boot it just gets stuck on the windows screen like when I try to boot it just gets stuck on windows loading screen. Currently I am reinstalling windows 10 hoping that fixes the boot problem I’m assuming it’s due to the drivers or something. Any other solutions for people that had the same issues and worked for them?

It's customary to include your full system's specs like so:

How old is your PSU?
My PSU is around a couple years old worked perfectly fine with the R9 280X but once I installed the 1060 I can’t boot up windows anymore.
