Question PC isn't running games as good as it should

Hey Everyone, so I built my first Gaming PC recently to play games like Skyrim and some other shooter games, in Skyrim i can play with medium settings and get 20-40 Fps depending on where I am. Here are my specs, if I'm not wrong it should be more than good enough to play at steady 60 Fps, so any help so solve this would be greatly appreciated.

My Specs

CPU: AMD Ryzen 5 3.6 GHz
Motherboard: ASRock X570 Pro 4
RAM: 16 Gb Vengeance LPX
GPU: Zotac Gtx 1060 6Gb
HDD: 2 Tb
PSU: Corsair TX550M
OS: Windows 10

was it a fresh os install?
what the cpu/gpu temp and usage during the game?
what the speed of the ram? it is running that speed?
ram/hdd usage during the game?

It's is a fresh install, the RAM speed is 3000Mhz, my GPU temp is 38c and my CPU temp is 37c, I'm not sure how to check usage, I'm very new to all of this
