PC issues are beyond annoying for me, swap components or buy a new one?

Since I got my computer I've had tons of issues with it, for the first year it was more in repair (although they almost always didn't find or fix the issues) than it wasn't.

I'm debating if I should buy a new computer or just swap components for this one, I've been trying to fix some of the issues myself but I couldn't fix the issues long term.

Some of the main issues:
100% disk usage and computer is generally extremely slow
half of the ram stick apparently don't work

I tried following guides on how to fix the 100% issue but it always came back.
I am exhausted from trying to fix the computer or having it operate extremely slow, what should I do?

Also if I buy a new computer what components should I keep? (I already know I can keep the case, the hard-drive)

Hard Drive: Seagate 1TB, 3.5", SATA3, Barracuda 7200.14


When I first got the computer I had freezes and BSODs, while I don't have them anymore (after having GPU and motherboard swapped)
Now I just can't deal with the computer being too slow in few different domains)
