Question Pc keep reboot without showing bios.

Please help me my pc keep reboot without showing bios i tried one by one ram and hdd but my cpu fan just turn on for 2-3 sec and then turn on and off. At the end i remove cpu and power on then my cpu fan is constantly running. This is the condition so please tell me what the problem???

Please list your full system specs, cpu, gpu, motherboard etc. Is this a new build, pre-built?
