Question Pc keeps going on and off instantly no display

Hello tom's hardware community,

2 days ago i"ve had an issue with msi afterburner after costumizing my fan curves.
Reason was because my fans were spinning at 56% on 43c and was very noisy for just watching yt vids,i've set up the curve so that it wont go over 50% fan speed when below 50c.
just a half hour in those settings,my pc would freeze and wouldnt show any display until, i cleared cmos and uninstalled msi afterburner.

Pc would run normal until today,as i was watching a yt video my pc turned off and on again without display and would just sit there until i hold power button to turn it off
I proceed to clear cmos reseat ram and video card.
but now my pc is powering on and off constantly on a 5 second timespan without display.

fan of psu,gpu and cpu are running.

i have no other spares of components to check things with.

please guide me through.

my specs:
gpu gtx 1660s colourful jan 2021
mobo asrock h310m november 2019
cpu i3 8100 november 2019
ram crucial ballistix 2x4gb november 2019
PSU corsair vs450 80 plus november 2019
Samsung ssd 860 evo december 2020

i tested igpu with my graphic card pulled out and it still does the same thing..
really starting to think that my psu is dead
unfortunately i cant test with another psu right now..

is there a possibility where ram could produce this symptoms?

tried to put rams on different slots and only using one of them each didnt work
also unplugged ssd also keeps resarting

ill update when i get a new psu..
mobo might also be dead?
