PC keeps looping turning on and then off within seconds before any output is made to the screen

So basically, when I turn my computer on my system will start up and almost instantly turn itself off again continuously for anywhere between 10 seconds to 10 minutes. This has happened since I went from Windows 7 to Windows 10 and has been a consistent problem. The thing I don't understand is that when it finally boots up everything is fine. My system never force restarts or blue screens. Apparently this loop could be a problem with my AMD graphics card and have updated both windows and other drivers but the problem still persists.

Solution
1. could be your PSU.
2. reset CMOS.
3. check operating temperatures with a temp monitoring software. make sure temps are fine
4. reinstall windows
