Question PC Keeps Not Allocating Enough To Games - Causes Crashes

Hi. More recently I've been getting back into game titles like Forza Horizon 4, etc... however I've been finding that I play for 10 minutes and then all of a sudden instead of allocating around 30% - 50% usage to the game it starts "limiting" allocated usage to more like around 0.5% - 3% usage which causes the game to crash/freeze up. How do I fix this?
CPU: i7 8750H
GPU: RTX 2070MQ (8GB Vram)
RAM: 16GB (2x8GB 2667mhz)

My CPU according to HWinfo across all cores goes to around 90c and my 2070mq to around 60c - 65c
My CPU does tune down to 3Ghz when actively on Forza however once the game freezes after about 5 - 10 seconds it turbo clocks up to around 3.8ghz - 3.9ghz (even with the game still in the background stuck frozen)

Quick note: during the period the game freezes it does start to allocate between 10% - 30% usage to the process WMI Provider Host
