PC keeps powering down.

Hello. I just got a bunch of computer parts for the holidays and I put it all together and it keeps powering down. Usually happens after 30 secs and after a few attempts it immediately shuts down.

CPU. AMD RYZEN 7 1700X 8-Core 3.4 GHz (3.8 GHz Turbo) Socket AM4 95W YD170XBCAEWOF Desktop Processor

RAM. G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3200 (PC4 25600) Intel Z170 Platform Desktop Memory Model F4-3200C16D-16GVR

I also have a 250gb samsung ssd and 1.5TB of hard drive space I also messed up and got the wrong cpu cooler so I’m attempting to power on without a cpu cooler. Could this be why my pc won’t start and stay started?
 


I forgot to add that I’m using the ssd from my last pc and a 500gb hard drive from my last pc as well
