PC keeps rebooting

My Z77 Sabertooth keeps rebooting every few seconds. I replaced a failed power supply and now I can't restart. I tried swapping memory sticks without success. I removed all drives but the main solid state drive and tried all 3 SATA connections and nothing has worked.

Windows 7. 8 GB memory. Asus RX468 Radeon. HyperX 240 GB drive. No over clock Ing.

What PSU?

1. Remove everything from the motherboard except the CPU and cooler. (power cables, memory, all SATA cables, front connectors from the case, and video card all get removed)
2. Reset CMOS.
3. Plug the 8 pin and 24 pin back into the board, put in one stick of memory, plug the monitor into the back of the motherboard, short the pins out at the power switch connector and see if you can get to BIOS.
4. If it's the same move the single stick of memory down each slot trying it again after each move.
5. Set that stick of memory to the side and try the other stick the same way.
