PC keeps restarting on me

ok so my pc keep restarting on me when im playing video games. at least at first it was, now it happens even while just using the internet or even when im not using it. it just shuts off and restarts after about 3 seconds. theres no warning, its as if there were a power outage. nothing else thats connected to the same outlet loses power, so its not the outlet.
ive stress tested to see if it might be my gpu, cpu, or psu using OCCT.
it only ever restarts on me when i stress test the PSU. sometimes as soon as i click the "on" button. other times it takes a couple of minutes, other times it just doesnt shut off. the same goes for video games. sometimes itll go a couple of days without shutting off, other times, it happens as soon as i start playing the game. it never shuts off while in the menu or while paused. although, that could just be a coincidence. My psu has also been buzzing (coil whine i assume) which it never used to do.

does that mean my PSU is dying on me?

ive already run memtest on my RAM, reseated my cpu cooler, made sure everything is plugged in right, and run monitoring software so i can see the temps of my pc before it shuts off. Neither my cpu or gpu are overheating which leads me to believe that its my psu.
i dont have a spare psu to test it out before i replace this one.

ive already had to do a clean install of windows because one of the random shutdowns messed something up and windows kept freezing.

GPU: sapphire R9 390 (not overclocked)
CPU: i7 3770 (not overclocked)
PSU: corsair hx850

thinking about buying an EVGA 850 GQ. i know its over kill for what ive got, but I can get it for $75 so might as well.

Then the power supply might not be able to provide the needed power to the graphics card. Try testing different power supply, if possible.
It does sound like the PSU, but before you buy a new one, try this.
Your computer should run with just the motherboard, CPU and cooler and one stick of memory. Obviously you need to connect your HDD and PSU to it. If it works reliably, add more components until it starts to fail.
Your motherboard BIOS should allow you to monitor your PSU voltages.
 
ok, so tried swapping out my r9 390 for my old gtx 570 and there doesnt seem to be any problems. now that i switched back to my r9 390 its not restarting either. but i do notice that whenever i ran the OCCT stress test with my gtx 570 there was no coil while and when i run it with my r9 390 there is a lot of coil whine coming from the psu. i know its coming from the psu because i have the side panel off and its clearly coming from inside the psu shroud and not my gpu.
