PC keeps restarting, technician 3x

Ok so I have a game PC.

CPU: i5- 6600 3.3GHZ
MoBo: Gigabyte H170- Gaming 3 (DDR4)
GPU: Inno3d iChill GTX 98ti
Power Supply: Seasonic SSR-750RM
Memory: Corsair Vengeance ddr4 2x8 2400 mhz
HDD: 1TB WD Black

Anyway the computer restarts and restarts. Randomly. It does not stay turned off, it restarts. But before I can do much, it restarts again.

I checked my Heat with Speccy, and most heats were 20-30 C.

I performed an mdsched and my friend told me memory was not problem. He viewed the general report, i did not know how to read that report.

I tried playing without the Graphics card, it was not restarting (Did nit restart for around three hours before I turned it off). When i put the Graphics Card again, it didnt last 10 minutes of Googling the web.

I went to two Computer Store and Repairs ( named PC Cartel and Micronics) and also one freelance tech guy (Alvin). They all said the computer was not malfunctioning.
While they had custody of the unit, they state that no restarting has happened.
But at home and at the other home (we have two houses), my computer keeps on restarting.

The technician from Micronics told me that the problem is probably in the Graphics card. (Also they said that the computer was not restarting when they were testing it). They said I should discard it.

The freelance tech guy (Alvin) said that I should buy a 1500 power supply.

Now I hope that discarding the Graphics Card is a last resort, it costs more than the rest of the PC. I now want to purchase a Power Supply, in case that the problem is that.

Is it more probable that the Power Supply is the problem more than the Graphics Card. I am cureently heartbroken, I havent even been putting that much load on the GPU playig games like Civ and DotA 2. Now barely mire than two years I am being asked to discard it. Please help.
 
In which cases does it restart? While in windows or even in BIOS?

Are there any warnings or/and errors in the windows event manager?

Which BIOS version is on the motherboard? Enter BIOS, there should be the version which is currently on it.

Alvin is not reputable or not a real tech guy. Your power supply should work without problems. To be honest, your system should be fine with a 450W quality power supply unit.

Did you freshly install windows 10 with this hardware?

run furmark stress test about 10 minutes and post the temperature of your 980TI

run prime95 version 26.6 with option smallFFT (no newer version please) and coretemp, after 10minutes post the max. temperature

Ok so Yesterday I was able to play "Magic Online" for around 2.5 hours. Then the reatarting chain began again.

Today it was lesser, around 1.5 hours before the chain restart happened again.
I will try to test without the graphics card again, maybe the time when I tested w/o graphics was a fluke.

How do I know if the power supply is dying?
