Question Pc keeps restarting

My pc is restarting while gaming i tried stress test on my cpu at that time it didn't restarted.
And i removed the gpu and played games in igpu at that time also it didn't restarted and when i reduced power limit and voltage of gpu the pc didnt restart by its own
Is it the psu problem or any power problem
(the pc is connected to an extender i didn't use ups for pc )

My spec
Amd ryzen 3 2200g(stock)
8gbddr4 3000mhz
Rx480
PSU CORSAIR vs550

LOL!

You shouldn't be using a 150W Arctic Islands graphics card with a cheap PSU.

Seriously.. That's a minimum $300 graphics card. You'r going to try to power it with a $40 PSU?

When i start my PC while windows is loading gpu turns off suddenly. When i checked the gpu fan was not spinning at all
1 week ago i was able to boot the pc but it would start restarting while gaming
Now all fans in pc is spinning and motherboard light is there gpu turns off at the time of loading wi dows

Is it GPU problem or PSU problem?

While turning pc on without gpu hdmi plug in motherboard pc works fine

When you use onboard graphics, can you still see the rx card in device manager?
Are the fans on it hard to turn by hand?

I will put my gpu in other slot and try to boot my pc
I dont have equipment to check volt in pcie cable ☹️

Today i try to boot my pc and windows was loaded and after 5 min gpu fans stopped wrking

3 weeks ago while gaming my pc would restart without any warning and it occured occasionally
And 1 week ago black screen occurs and all other case and cpu fan motherboard light is on and sometimes gpu's fan would stop spinning and and sometimes gpu fan will be spinning but black screen and when i removed my gpu and plug hdmi in my motherboard enabling igpu it works fine
And when i check psu voltage in bios it was above 12v and all voltage fine in bios
And i done cpu stress test and it didnt restart
Only sometimes pc will restarts (gpu plugged in) while playong games or stress testing and sometimes it will restart or goes goes black screen without doing anything

When i check windows error in event timer it shows kernel power 41 error

. I cleaned the drivers using ddu and installed new drivers and tried old drivers it didnt work

.replaced thermal paste it didnt fix the problem

.updated bios it also didnt fix the issue

Is the gpu faulty or psu problem?
I am going to buy a new psu will it fix the problem?

Gpu rx480
Cpu ryzen 3 2200g
Mobo gigabyte b450m ds3h
Ram 8gb ddr4 3000mhz
 
The Corsair VS series old model (Yellow VS on the PSU) and the new model (black lettering on white font) are pretty low quality PSU. If you can test your GPU in another system it would be easier to know if it's the GPU or PSU but seeing what PSU you have you should buy a new good quality psu to replace that.

while gaming my pc would go to black screen and when i checked my gpu fan was not spinning
in the fur mark test gpu would go to 90 degrees with default fan speed
i had changed my psu and confirmed that its not psu's problem
i had changed the thermal paste and still this problem continues
and my thermal pad on vram is old is that what causing the problem?

My GPU works good when I cap the fps at 60 or 30 in some games but GPU turns off when I uncap fps
The temperature are around 75 to 80 degrees
CPU temp around 57 to 63
Sometimes after GPU turns off then I try to restrat it restarts and after sometimes GPU turns off

And I want to remove GPU and replug it to make windows boot correctly

Bios is latest version
Drivers updated and
Cleaned using ddu and installed
Used new PSU bronze certified

My spec
R3 2200g
GPU rx480
Mobo gigabyte b450m ds35
PSU gigabyte b700h

Is the GPU faulty ?
