[SOLVED] PC Keeps stuttering after upgrade

I upgraded to windows 10 due to the end of life for windows 7 not my PC keeps stuttering and sound get caught looping in the buffer. It makes playing games mostly impossible and it is quite annoying. Is there any solution besides purchasing a new Hard Drive and starting fresh?
 
Solution
You don't have to buy a new hard drive to start fresh. You just need a usb flash drive with Windows 10 on it (Made with Windows Media Creation Tools you download on microsoft website) and the OS key you used for Windows 7 or you can just connect to your microsoft account for the key to be found again after the OS reinstall.

Updating from Windows 7 to Windows 10 can cause issues. A fresh clean install of Windows 10 is what you should do now since you updated the key to Windows 10 you won't have any problems doing a fresh install.

If you only have 1 drive and 1 partition don't forget to backup anything you don't wanna lose.
