I'll start with specs:
CPU: Intel I7 6700k
CPU cooler: Dark Rock Pro 4
Motherboard: GA-Z170-Gaming K3
GPU: Asus Strix 1070
Ram: 2 x 8GB HyperX Fury
OS SSD: Kingston SSDNow UV400
2nd SSD (Games): Crucial MX
HDD: 1TB Seagate Barracuda
OS: Windows 10 Pro
PSU: EVGA SuperNova 750W Gold
I've had this PC for over 6 years now. I haven't had any major issues with it however I have noticed in the last month or so I get a strange microstutter/frame skip for literally a split second. This is happening in League of Legends, Counter Strike Global Offensive and also on the Desktop now and then. ( I haven't tested other games yet). I have done the following steps however I am still struggling to find the source of the issue:

- Open Task Manager on my 2nd Monitor and see if any processes use up lots of the resources. Can't see anything
- Use HWMonitor to check temps - All seem okay.
- Run crystaldiskinf - OS SSD has a health rating of 38% however there are no errors, other SSD and HDD seem okay
- Run crystaldiskmark to check the speeds of the drives. All seem normal
- Reinstall Windows 10 on the OS SSD. Stuttering returned
- Used DDU to remove GPU Driver and install only the graphics driver without any bloatware. Tried the latest Driver the previous 2 drivers and tried a driver from around a year ago.
- Checked USB and peripherals - Removing the devices, using a different mouse and etc
- Lowered Mouse polling
- Reseated GPU
- Ran LatencyMon to see if anything stands out
- checked power options
- Checked HDMI Cables
- Updated BIOS
- Tested Ram using Memtest
