PC Keeps Stuttering. Like... a lot

Ok guys, I know I can find the best guys here on this issue. I have been following TH for a very long time without registering. My desktop started to stutter slowly and slowly. Esp when opening new folders that are not opened. Explorers and newly opened or apps open for awhile goes unresponsive time to time. It rarely freezes completely though. Formatted the pc once, problem started to happen after just having downloaded a few steam games with no application whatsoever. No badsector found in HDD with software. I had spare HDD in hand so I just installed windows to it which had no problem on other computer. Problem persists. I can describe the problem like what causes the stutter as transition of the new data from hdd to ram. I can't go to a technician because of the logistic problems in where I live. So I'll just buy a new ram because it is already 4gb which is not quite good. Now I bought a gtx970 and in games esp. in open world games(happened in GTA V, Witcher 3, Fallout 3), it keeps stuttering when I roam around fast with a vehicle or a mount. When standing still no problem. A cutscene loads and it stutters a second or two. Somethings can't keep up with it. What do you guys think, is it %90 ram problem? If it is I can borrow from someone far. If you have anything that I can try out beforehand tell me. Can just buying an SSD also remove this problem? Thanks everyone.

faulty HDD, ran a HDD scanner, like Seagate HDD tester, HDD regen, whatever, and if you must run chkdsk, but chkdsk suck.
that said, chances are you have bad block or worst blocks. and even Smart errors, it might not show up. but you are get the limit of smart threshold which can degrade greatly to HDD performance. I would buy a new HDD< a good one.
One thing I don't understand, everyone love their data, but WHY on earth do ppl keep buying the cheaping HDD on the block for their data usage, it just doesn't make any sense at all. anyway me just venting.

Notice the problem was there before I bought this graphics card. I had hd6870.
 
Is it only in games. Because I had that problem with battlefield 3 I only had 2gb of ram at the time so I would get sexy frames then all of a sudden I would lag hard studder really hard and go smooth again. In single player the cut scenes would give me double audio and repeat frames. So it could be ram. Tell me if the problem persist when u get more ram

Try updating all drivers, including chipset, ect. from motherboard manufactures site. Also, what are your temps like? Since you tried another hdd, old GPU same result, and clean install of windows, they're not the problem. Might want to update motherboard firmware as well.
